Italy transposed the EAA via D.Lgs. 82/2022 of 27 May 2022. Builds on the long-standing Legge Stanca (L. 4/2004) framework for accessibility.

What it is

Decreto Legislativo 27 maggio 2022, n. 82 transposed the EAA into Italian law. The substantive obligations apply from 28 June 2025, in line with the directive's timeline.

The new regime sits alongside the historic Legge Stanca (Law 4/2004) which governs accessibility for public-sector and large private-sector websites in Italy. AgID (Agenzia per l'Italia Digitale) is the technical authority and publishes the country's accessibility-statement requirements.

Who it applies to

Covered: manufacturers, importers, distributors and service providers active on the Italian market. Microenterprises providing services are exempt from substantive obligations.

Italy's pre-existing Stanca-Law net is broader than the EAA: large businesses (annual revenue over EUR 500 million averaged over three years) were already required to make their websites and apps accessible regardless of the EAA scope. Combined, the two regimes cover most digital consumer-facing surfaces in the Italian market.

Penalties and enforcement

Administrative fines range from a percentage of turnover (with caps) to fixed penalties. AgID can order corrective measures and, on repeated violations, recommend market restrictions. Sanctions are administered by AgID for the digital-services slice and by sector regulators for hardware and physical products.

Standards

EN 301 549 (referenced as the harmonised standard) and WCAG 2.1 AA are the basis for conformance. AgID guidance refines the testing approach for the Italian context.
