Who it applies to

Covered: manufacturers, importers, distributors and service providers active on the Dutch market. Microenterprises providing services are exempt from substantive obligations.

Typical in-scope surfaces: consumer banking, webshops, e-readers and e-books, passenger-transport platforms, electronic communications services.

Penalties and enforcement

The Autoriteit Consument & Markt (ACM) and sector regulators supervise compliance. Administrative fines can run up to EUR 900,000 per violation (or a percentage of group turnover for severe systemic cases) under the general Dutch administrative-law framework that the implementing act references.

EN 301 549 and WCAG 2.1 Level AA are the technical baseline. The Dutch Logius / DigiToegankelijk programme publishes practical guidance that maps EN 301 549 sections to concrete test steps.
